PC q8 insc blue fellblade+ q8 tact

Hi, i would like to have a PC for these 2 items:

-q8 blue max damage fellblade
-q8/16 tact GOLD sea purse sheild

note: i do NOT own the sheild, i just want to understand where the guy goes find his prices for such items.
the goal is to buy him for a fair price, so i'd be pleased if you help me out
