Can't Start the Questchain for Wind of Change (getting Zei Ri)

    Hi together,

    i have the problem that I can't start this quest with my main char. I finished Factions in NM and HM. I tried to fix that by completing again all missions... it also didn't helped and Zei Ri doesn't have any quests for me.

    Do you have any ideas why it doesn't work? With other chars I can start the quest without any problems
