Yeps, just press prtscr (print screen) key on the keyboard. You can even go into ingame settings (F11) and there is a few options you can change.
After the screenshot is taken, you will get a message on screen in the chat box showing where it was saved. Default is documents/ guildwars.
Just open your new image in whatever editor you use and cut what you don't need.
Done!

Not a pro by any means. But the way I do it, just take ingame screening of whatever you are buying/selling/etc., make the thread and hit the attachment icon.
It may take you a few tries to get all the settings just the way you want. You can always just edit the post.

Not an expert, but from previous experience with a different app a few years back. (Textmod/multilaunch)
It appears your settings in the .ini file isn't being saved for some reason .
Maybe you have document folder set up (purposely or accidentally) as a "protected" file and therefore windows isn't letting it be overwritten. You will need to add an exclusion for that.
Most likely in the windows defender settings. Look at recently blocked actions and find the one corresponding to that file and set to "allow".
