That q7 dual reduction Tall Shield is worth a lot. That's a 4k armbraces ++ shield. Do NOT sell this for private offers. Put it for sale in a public auction, take your time and let people bid on it. The q8str Darkwing Defender is also valuable. I would estimate it to be 150-200a ~

Very valuable. This is one of the rarest bow skins you can find in req8, alongside naga bows and maybe dead bows. Do NOT get tempted by private offers. Put it for sale in a public auction and let people bid on it. It's difficult to put a price tag on it because it depends entirely on how many people exactly will be interested. A while ago i've sold a bow of comparable rarity, a q8 15^stance Dead Bow for 700a. So that is imo a price point to keep in mind.

The Ivory is a skin you don't see often in req8. The mod is'nt the most useful but it is prenerf. I'd say 100a + atleast. There is another similar one for sale on this forum somewhere, you can compare it to that one. The staff is prenerf too but far off max and mixed attribute. I don't see a whole lot of value in this one. Maybe 10-20a tops imo.

So we now know that it exists and drops.
As we can believe anet, it drops in eotn. For sure.
Now the question is where.
My best guess besides drakkar lake djins would be ice imps. Probably not even locked chests, rather themselves. In hardmode should be tried.
Why ice imps? The glacial blade could be a hommage to the icy dragon sword that only drops from.... yes! ice imps in prophecies. It is fitting, a hommage.
I've toyed with the same idea and as a result have spent a fair few hours farming Ice Imps, aswell as Frozen Elementals. And I can report that they've dropped me surprisingly few new skins.
