Your original title was correct, its called q9 bo staff dom 20/20.
Its worth 40 - 80a depending on if you find just some dude who upgrades gwen
or a collector who really wants it.

This version can drop from Ice Imps in Mineral Springs.
It always drops as q9 15^50 with an inherent icy sword hilt which cannot be removed/replaced.
Its worth about 10e.

You'd be surprised how many botted items do not appear here. Did you assume every botter sells here? They also sell directly in game.. One example is a Q8 dual vamp GPB 3 years ago.
Thanks for pointing out that botters dont just sell on Legacy. i would never have guessed that!

1. What the devs said themselves.
2. Farming WoC on a daily basis since its addition to the game,
talking to my friends who also farm WoC and other people who do.
3. Observation of the market here and ig.
If you didnt realize by now that a Japan shield is the rarest drop in the game
then you simply didnt pay attention to the market.
There was 10vs demon - 2wE ones for sale.
Max stats, great.... Now did you know that that combination is not perfect?
+10vs demons +45^ench is.
Have you seen that even a sigular time? No? Oh....
Since you like the term "in fact" i can tell you in fact that a q9 matching 20/20 chimeric prism is infinitely more rare. Also getting useful mods in offhand is way harder then on shields. Also mentioning a q9 dom 20/20 jellyfish wand wich most likely does not even exist to this day in any req even tho beeing in the game for over a decade and farming them is not in the focus of robo friends. ( Gentleman Xander 's 20/19 is the closest i have ever seen)
You didnt understand what i said.
I said: The Japan shield is the rarest drop in the game which is factual truth.
Chimeric Prisms, Jellyfish Wands and any other drop in the game
drop like candy compared to the Japan Shield.
So by definition, since The Japan Shields droprate is lower,
getting perfect usable stats on it is more rare
than getting something else with perfect stats.
It doesnt matter that they get botted or not, the droprate doesnt change.
You can claim however that since they are botted
that its just a matter of time until we have more perfect Japan Shields
than 20/20 Jellyfish Wands or even a singular one of them,
since almost nobody is farming them / chest running where they drop.
So to rephrase your statement : for you personally and in your opinion the shield is the most rare drop you can imagine and u have so far not seen one with good stats by your definition and hence you expected its value to skyrocket.
My opinion doesnt matter, i just stated facts only.

Actually its the opposite because over time its value will obviously decrease
until everyone more or less agrees that a Japan Shield with x req and y stats has z value
after the market has stock of them which isnt the case at the moment due to its rarity.

Its not only the rarest of the new items, it is in fact the rarest drop in the game.
drops on the most profitable farm and hence its pure rarity gets overshadowed by the powerfull number of WoC-Golddrops in one run and significant amount of the Robo Friends farming it.
Even tho it gets botted, they didnt manage to get a singular one with usable stats yet.
Thats how rare they are.
And OPs is q9 with perfect stats... thats insane.
