There are several ways to do it:
-To go https://wiki.guildwars.com/wiki/Priest_of_Balthazar in https://wiki.guildwars.com/wiki/Great_Temple_of_Balthazar you can see your unlock skills and upgrades
-heroes have access to your account wide skills, so if you have heroes you could also check in this way
-create a PVP char and see which skill it has
If you need a skill you can get Balthazar points (https://wiki.guildwars.com/wiki/Balthazar_faction) for instance buying https://wiki.guildwars.com/wiki/Flame_of_Balthazar from other players to unlock the skill account wide and then use a tome (https://wiki.guildwars.com/wiki/Skill_tome) to unlock on a specif char (without having to do a campaign)

OS means that they do not have an inscription slot but a "fixed" inscription (see https://wiki.guildwars.com/wiki/Inscribable), they still drop today from Prophecies/Faction.
You are probably referring to prenerf items (see Prenerf) like Q7 swords or Q8 Axes, that stopped dropping around 2006.
Your items are OS but not prenerf.

It is still possible to obtain those items so their value is not very high.
They are in the xxe range..maybe the chaos axe a little bit more (x a)

I would not merch it put it for auction, some collectors might be interested in it.

It is a playble shield with nice stats and with a rare skin, Q13 and 1 off kind of kills its value but I'd definitely not merch it...xxe to few a imo
