So that water staff skin was added to the game right before factions release. So it is probably an early factions item

I'm fairly confident the water staff wouldve come from a weapon crafter at some point, and not a collector. I scoured the old guides from 2005 and 2006, no mention of that staff anywhere from quest rewards or collectors.
