You can enjoy the game for what it is without ever trading anybody, btw. None of that stuff matters.
Reverting q7/q8 prenerf updates would be much more complex than releasing the minis like mkg / ig / panda / etc. and rare tonics.
If they did release minis and tonics, I'd be grabbing my bucket of popcorn to watch the most entertaining day in GW history.

You summed up the answer yourself pretty well already in your question. It would be a mix of all 3 of those categories of people.
Although I'm not sure that the exact mechanism of prenerf items being “hacked” is being done through the customer support. There may be other methods to that which we likely won’t ever know. I won’t get into the details because that could be a long discussion of conspiracy theories, but you have the right idea imo about who is behind these accounts.
