Unfortunately the first one has bad mod combo and the second has high req and not the best attribute for its mod combo.
Personally I am always reluctant to merch perfect dual mod shields, so I would take what I can for both of them (could be a hard sell). Maybe the first one could attract some buyers due to it being a new skin.

Hey! I was wondering what's the best place to farm for eternal shields (OS). The two main places that come to my mind are smites in UW and TopK farming. Are there better ones? And if not, which of these 2 you think is faster? Thank you

I mean, why would Hate Core lie about this? The only reason could be sadism, but these kind of things are going to be verifiable very soon so you also have to be stupid to make false claims about a currently dropping weapon drop location... I haven't seen any indications that he is either a sadist or stupid, therefore I see no reason to doubt that his information is honest. Not only that, he is the first person to publicly give info about the blade, which is what contributing to the community means.
