I've been doing research on this for some time and thought I'd throw in my 2 cents.
These are the level 20 HM foes I have found that I did not see mentioned elsewhere on legacy (some of these are on the wiki).
Prophecies:Seal Servant – Level 20HM. Abaddon's Mouth, near the end of the mission. (Do not drop anything except festival items afaik). Similar to the Slave Spirits in the UW.
Factions:
Shadow Blade Assassin – Level 20HM - "The Shadow Blades" and "Lambs to the Slaughter" quests. (q8 Dusk Blade possible from my own testing). Allies turn hostile.
Nightfall:
Corsair, Ruthless Sevad – Level 20HM Boss - "A Foolhardy Father" quest. Allies turn hostile.
Prison Keeper Shelkesh – Level 20HM Boss - Pogahn Passage in HM.
Grasp of Chaos – Level 20HM - Blacktide Den in HM. Shows up at the end of the mission.
Sunspear Ghost – Level 20HM - Jokanur Diggings in HM, and during the quest "Crypt-ology".

There are 14(!) different spell-casting attributes this staff can drop in. First one I ever got with a matching HCT mod.

I recently tried a new helmet for my warrior and I thought it went quite well with the Fissure Armor.
Dyed everything silver to really lean into the Silver Eagle theme.
