Expertise might be useful for ritualists as Expertise decreases the energy cost of rituals (including rit ones). However, in that sense using a staff would be better; staff has 20hsr general and a 40/40 set would only have 20hsr for one specific attribute
HSR only affects spells though, so if you're spamming spirits there's little reason to run a 40/40.
