Its strange, but my fire staff hits constant 30s+ in hard mode, maybe its so old it has some prenerf bonus? It cant be the 20%. Its quite interesting actually because that is single handedly the hardest hitting weapon I have without meeting the req

the low end of items just goes for a bit more money, but it goes both ways. you can sell greens and mods for a few ecto instead of a few k. so if you do player trading you can get money quick. i would think of it as a slightly higher monetary general baseline.
in general the majority of items got cheaper so in my opinion it is very cheap to get basic max dmg gear. especially with some patience in kamadan.
that is after you get over that very initial no-money phase of a new account though.
gold insc has dropped since introduction of zchest
but not exclusively from z-chest because i am 100% sure i've gotten them somewhere in EotN.
