Curious to know what the story is for these staffs, no HSR on them but have an inherent HCT 10%

PC - q8/q9 pre-nerf staffs? without HSR, with HCT 10%

Story is that every staff used to drop with 0 - 2 inherent modifiers in 2005-2006 before the current systen with 20hsr was added.
Their value id say bone 5-10a and ghost 5a ish. Raven maybe 50e imo
