Yes.
Even no req shields can have an inscription, if from Nightfall or EotN which this is from EotN asuran areas.
This probably dropped from raptor nestlings in normal mode.

This should be a white shield with an "of Fortitude" mod, which makes the shield "blue".
If you salvage the "of Fortitude" mod from the shield (for example with a perfect salvage kit to not destroy it), you should be left with a white shield. -
