I don't play the PC game but please note that this staff is prenerf and rare in several ways:
1)obviously this is from before the universal hsr 20
2)all staves with resto req are prenerf.
3) this is a prenerf example of prophecies skin with resto req. I believe such staves only existed during a small accidental sliver of time just before release of factions. other people can clarify this better than I can.
