I don't recall any of the PvP weapons having the ability to be triple modified.
The closest thing that exists (other than the Mausoleum triple garbage mods) is https://wiki.guildwars.com/wiki/Anniversary_Axe_%22Engrave%22.
This axe deals cold damage inherently, not as a result of an Icy axe haft. The axe can still be upgraded with a non-elemental damage Axe Haft without removing the cold damage.

Still works with Asian pre-order weapons afaik. I believe Anet only nerfed it for the US/EU pre-order versions.
Regardless, armor is mathematically more beneficial in pvp than an hp increase. So, while neat, not necessarily optimal (Unless the swap to +60 hp is a life saver).
