OffDutyNinja as A/W tank you would want a q9 tact shield. Mes will take the anniversary shield. For ele and monk rather an shield with +hp.
Since doasc is quite dead and will stay like this those shields have mainly collector value. q10 str is not very interesting for collectors either.
1-5 a is a very realistic range

q8 or even prenerf would gather more interest

Why would it have any value? Common skin, q9 and 15hex. So its common and undesired.

I dont think that they will change anything significant. The people that have influence are also the people profiting from the bots.
