Assassin should definitely be the way to go.
Shadow Form and Shroud of Distress are a given
"I am Unstoppable" should also always be included
Deadly Paradox should be brought in case you have to cast SF outside of QZ
Lightbringer Signet (don't know the actual name right now) or Balthasar's Spirit (as A/Mo) will be needed for energy
Aside from those 3 core spots you will have some options:
Heart of Shadows - mobility and small healing
Death's Charge - mobility and medium healing (longer cd than HoS)
Dark Escape - damage reduction and movement speed
Way of Perfection / Way of the Master - stackable damage reduction due to Shadow Form
I'd start with a combination of Heart of Shadows, Dark Escape and one of they Ways and adapt the build as needed during some tests.
However i doubt that not taking a bonder is the right way to go about this. You will need some source of damage to kill enemies anyways which requires other players or heroes. In that case you can just bring Life Bond, Life Barrier and Balthasar's Spirit on a Monk which allows you to remove energy management and some defense to run Heart of Shadows, Death's Charge, Dark Escape and a Filler like Dark Prison or Sprint for way more pulling speed.
As a bonus, you can even have the bonder bring EoE which you will want in a tank'n'spank situation anyways.
Edit: I just realised you were asking for NM not HM. NM should be fine with less defense. However I would just suggest taking a bonder and going HM.

#11 Colossal Pick q9 15^stance is def not merch.
I see them offered for ~100e quite often and even if thats a bit high, 50e should be minimum
Still the only Hammer that does Piercing damage, making it interesting for PvP

#15: as mentioned before 1 offs are worth a shot
#16: Demonslaying bow mod goes for a couple ectos to doa players
#17: q9 15^stance, decent skin, might generate like 10-20e, might also not draw any attention, but still worth offering up

Agree. It doesn't have an inherent 15/-1 mod needed for DZ but a 15/-5
Thus leaving it a q10 semi-common skin with a basic mod => merch

You are talking much about efficiency there, even making the calculation of usage percentage mentioned person got from that conset. But not everyone thinks like that. As you correctly stated this is a game and maybe that person doesn't mind using consets even though the expected profit won't make up for the cost of the conset.
I would go as far as saying that looking for PUGs and setting up builds / roles is more inefficient than just taking your heroes for a quick spin.
However people do those PUG runs for fun and maybe they pop cons for fun even though they aren't needed. There is not much to do about that other than talking to people and making sure you are on the same page about stuff. There is nothing holding you back from forming a cons / pcons-less run if you like the challenge of it. But unless you do so, people will make decicions that will seems unnessary or even plain wrong (from a monteray point of view) and there's nothing wrong about it. It's just their way to play the game.

It's a skin many people like, it has demon mod which is usefull and q9 tactics.
I can definitely see it going for ~50e so I wouldn't merch it. But due to lacking a second mod i can't imagine it going much higher
