I read somewhere that something was changed with Reforged about the rounding/truncation logic (the discussion was about UW speed clear iirc)
I just checked it online and shadow form (at 12 Shadow arts with glyph of swiftness) takes now 23 seconds to recharge (30*0.75=22.5 I guess that before was truncated to 22 and now rounded to 23)
The duration is 22 seconds (18*1.2=21.6 -> rounded to 22)

iirc 15>50 does not exist on OS wands but only on inscriptable...Can you post a picture of it? Perhaps it is e+5>50?
Generally speaking a single mod wand is merch food..

I do not see anything real valuable..most of the items are worth xe if you find a buyer (hard sales) perhaps the q9 kaineng axe +5e is in the xx e range
