unless he added it as a silver edge style gimmick, it's very likely it was just not added to the drop table.
No problem if it was a genuine question - you def can can. An easy way for you to see this with your own eyes is to just go on any character that has finished factions but not started Woc yet and take "cleansing bukdey byway NM" you will be able to see that you can do it in HM if you shall desire to do so for whatever reason. Same applies to Quest18
