Does it need to have max damage with 20% recharge to be worth anything? I thought it was kind of cool due to being inscribable , thanks F74541D2-C44B-4F44-AE44-1598768D5328.jpeg

Well you can't have 20% base HSR on a Q0 purple the max is going to be 14%.
As for your staff it's a boring core skin and it's not max with 11% HSR (instead of 14%) and damage 6-9 (instead of 7-11) so I don't really see any value in it.
But wait for other opinions.
