That is a quest reward item, "The Siege of Piken Square". Unless the quest has been removed (which I don't believe it has) or someone who wants it is too lazy to do the quest, I don't believe it's worth anything.

I had a feeling it was a quest reward. Your buddy is wrong, and possibly trying to scam, but more likely just mistaken.

I doubt he's trying to scam as he isn't selling it. He was just mistaken, he's been outta the game awhile, also he's loaded af so no need to scam lol

Fair enough. But I have seen lots of times where people try to pass a common or junk item off as one of a kind or priceless. I'm just being the voice of experience....
