It says it does 8-12 damage, but doesn't seem to do more than 5 damage. Anyone know why?

It's not (only) because of armor. The listed damage is true assuming you have 12 spear mastery. It follows this formula otherwise. Plugging in AttributeLevel = 0 results in an actual damage that is around 35 % of the base damage.
