I think monks in RA dont use much prot spells.

It's hard to say if it's pure merchfood, or not.
I woudlnt merch it since it's "perfect" in trem of req and Stats, it's à Nice item, but it has literally 0 utility. Well, concerning pvp, can't tell about pve tho :p

people run guardian in RA and you can have 7 prot 16 heal 11 div 5 tact for bonetti+guard

Jesus christ what i'm reading here
First you never go for superior runes, so make it 14 heal
Second, you defenitly cast your guardian with a staff (prot) moded 40/20/20%.
Use another switch makes rarely any sens , i only see some casting under Shieldset while you're targeted by the enemy, or a high mana set when you run oom. And these both cases don't include a prot offhand i'm afraid.
Concerning the rest of attribute, it' sa question of preferences, i personaly go for 9 tactics and use q8/16 shields
