well ive never had them since i dont rly play eotn, but q7 15ar shields (assuming gold/purple) drop from lvl15-18 foes, and accordng wiki enameleds are rare drops in most eotn dungeons, so any dungeon that has lvl15-18 foes could drop them, for specific foes or areas i cant help, other then i know vaettirs drop them and lvl 15 vaettirs which could drop q5/13ar-q7/15ar are in drakkar lake normal mode in that rabbit hole normal mode.

But I would add that it’s EXCRUCIATINGLY rare to get one with those stats. That’s why only three (?) are known to exist. Good luck, but I fear you’ll be chasing a unicorn.

They tend to drop more from Ice Imps and some of the vaettirs around them? I think. There are level 15 vaettirs in Drakkar Lake. That would be my suggestion.

If it's 'lvl 15 foes' and 'in a dungeon' helps perhaps Secret Lair of the Snowman in Normal Mode? Iirc I've gotten an enamelled shield there before but bad req in hm and I'm sure I've pulled 7/15 and 8/16 of other skins from there.

the one I got (req 6 sorry) was from the spiders just south of rata sum...not sure if they would drop a 7 though.
