My character just made it to Yak's Bend and is level 13. Still wearing my first crafted set from Ascalon. I notice the stats are the same at Yaks. Do they change as you level?

Yes armor guys in higher level areas have better armor. This wiki page can help.

Theres two armorers in Ascalon City, Corwens is actually the same rating as the Yakks guy, the other armorer its the same rating as Piken Square.
Thats why when getting 55 armor on a monk you need the crappier set in ascalon if you don't have your starter armor.
