The only way to cheat into CTC is to join someone who has those quests active to get into CTC
The runner doesn't need any active quests to start the Destruction's Depths mission and ferry to CTC. It's like any other EotN mission - once you've completed an EotN mission, you no longer need a quest to start the mission, and you can bring other people in the party into the mission with you even if they haven't reached that part of the storyline yet.
You can also use illegal Toolbox dialogs to enter Destruction's Depths on any character, regardless of storyline progression (I think 0x84 or 0x85).
