I don't think it's just about the login information. Since GW community has decreased in numbers quite significantly throughout the year, some players don't enjoy the recognition among the community and want to stay semi-incognito, just as in the old days when hundreds of thousands were playing.

RA is playable, but littered with bots.
Daily GvG is pretty much nonexistent, so only Monthly Automated Tournaments and occasional scrims.
AB is active only during double points weeks, which is actually this week (the games usually happen daily between 10pm-2am of London Time).
FA is active on the weekends (also 10pm-2am London Time)
JQ hasn't been active since 2014 maybe. Now it's only bots farming Zaishen Keys.
Codex is dead.
HA is worse than JQ, a place for some desperate wannabes syncing points and actually thinking that PvP titles still mean something.
and that's pretty much it.

I own a G602 (11 programmable buttons, best mouse I've ever owned), and Logitech is definitely the brand to go for when playing Guild Wars, however I think, that G600 is way too much and you won't be using all 20 programmable buttons, unless you assign skill usage to them which is incredibly inconvenient, whereas G602 provides 11 buttons which is just the right amount.
The idea is to have the skill keys and switch keys close to each other so that you can switch specific weapons for specific skills proficiently. I use qwer for 1-4 and asdf for 5-8 skills, 1234 for switches and I move only with mouse clicking. The mouse allows you to store profiles on it, so I switch profiles depending whether I'm playing as front/mid/backliner, with each profile having slightly different button configurations on the mouse.
The only instance in which I see clicking skills with mouse and moving with WSAD is SC, in which specific movement patterns are often essential to get the job done. As for entire PvP and the regular PvE it's keyboard for skills and mouse for movement.
As a monk I rarely click on party window, instead I use the buttons located on the side of the mouse for targetting and utility. I move throughout the party roster with 2 targeting keys, namely 'next and previous party member', I have another button for selecting the closest party member, 1 button for picking up the closest items (for flags), dropping button and target self button. Those keys look differently when I'm playing as frontline for instance.
Anyway, when playing as a monk watching party window all the time, switching between bars and keeping them up just doesn't cut it (though even some seasoned PvP players do that, they play the 'Hit the right bar at the right time - guessing game'). In PvE that obviously works since it's more linear, but in PvP you want to watch the battlefield so that you see who is getting pressured or where the frontliners are heading so that you can have a better reaction window upon spikes and pressure. If you don't look at the battlefield, you most likely won't be able to react for spikes, but hey, there ain't nothing a bot can't fix right?

The daggers are not max damage so I agree with hGt on that.
As for the shield, considering how many people bot Kilroy and that it's one of the most common drops I'd say up to 50e

I have sold several r7/16 tactics -2/stance -2/ench shields to high level pvp players over the years. They all sold for absolute top money, even 4 years ago, they sold for 2000e. That would probably be 4-500a in today’s inflation-destroyed economy.
Edit, before anyone asks... I have no idea why those stats are (were) particularly valuable.
They were probably bored and wanted a place to ditch money, dual reduction shields are useless in all PvP instances and definitely inferior to regular shields.
q0 - shields are strictly for collecting
q1 - shields are useless since all bars using warrior secondary can either put 3 or no points in the bar, hence there is no scenario in which that req could be useful
q2 - if you use a bar using only primary profession skills you have a privilage of ditching 3 points into tactics to get that 10 armor instead of 9 from default shield (covering weakness)
q3 - same scenario here without considering weakness
q4 - rather unpopular req since points allocation simply sucks, you either want not to give any points in tactics or 5-6 at the very least to get a decent points allocation
q5 - popular amongst RA monks (longer guardian/better DF, shorter stance )and midliners when playing with Protector's Defence or Balanced Stance.
q6 - pretty much all midliners from monk, provide decent points allocation, especially for domination mesmers.
q7 - shorter guardian, longer stance, the most popular among RA monks.
q8 - pretty much a better q9 shield, so you don't have to ditch 9/10 points in tactics.
As for what shield to pick is really up to the player and what he's after. Some people want longer stances, hence q7, some prefer better guardian and higher DF hence q5. Whether you want to take weakness under consideration or not is up to you, but I think it's silly not to since the loss/gain ratio speaks for itself.

How about fixing what already exists and then moving on to the new stuff? 2 or 3 devs are supposedly working on getting things fixed, but this is what you get when you enter RA in dead hours. It's not rocket science to get those things to work properly. Give people hope for the game, make PvP playable again, fix it and perhaps some people might come back after they hear there is no bots in pvp/pvp and no syncs HA/observe. You wouldn't believe how many newcomers or old players get into GW and leave shortly after getting to know the reality.

I find it quite intriguing that every now and then there is a person that shows up and comes out with an initiative for new content, new campaigns, making GW an Esport yada, yada, yada. The person makes some fuss around the initiative, the initiative garners little to no attention, the founder disappears into the abyss and there is no official response from Anet. A couple of months later the story repeats itself.
Now why is that?
Is it because the active GW community comprise of roughly 20k players and even if they all were to pay for the new content it still wouldn't turn the profit for Arena-Net?
Or perhaps because Arena-Net are and have been adamant about their policy regarding creating new content for GW1 and majority of the players actually realise that?
A new campaign is as likely as the Dev Team doing anything about the bots... yeah, not happening.

Asking Legacy people if they'd like a global reset is like asking a guy if he wants to have his balls chopped off.
You can only imagine the amount of suicides among GW players especially when it comes to Legacy community (rip your rare items), the rich botting kids (bye bye 10+ accounts with z12/gamer12, hi dwa) or people who got their pvp titles illegitimately, due to RA glitch for instance (hi 'gladiator' motoko).
Talking about incentives, I can see aplenty. For general PvP an online title tracking rankings. For SC kids some sort of NPC that'd keep track on their progress in elite areas. For regular PvE casuals, another title tracking ranking or finding the first perfect q8 item, w/e, idk, whatever floats your boat.
You point out to bots, that they would have an advantage? Perhaps that's something to talk about with your good friends Stephen and Bill, oh wait, it's not going to work since they joined Girlwars' twitch army and as her minions they are obliged to do her biddings, one of them has been spotted playing along bots in RA on numerous occasions, so go figure.
The idea could definitely work as long as appropiate measures would be implemented along with it. What wouldn't work is the community, which would protest (most likely with cupcakes) to pull the dev team away from the idea. Maybe in another lifetime.

2b. Some serious lore trivia with actually interesting and in-depth questions, instead of asking about very simple things, like what is the name of the tengu that aids Togo in "Tengu Accords". Questions going deep, that require actual knowlege of the lore instead of plain information given to us during a campaign playthrough and fast writing skills. You are probably going to ask about an example, so for instance: What was the first (named) building created by humans? or To whom belonged the ships that are now scattered around the Crystal Desert?

Older games usually have their own Keybinding Programs. Idk if the new ones are compatible with GW.
If I were you I'd just get a decent mouse with 4+ programmable buttons, which also comes with a decent software. Afaik, Logitech and Razer mouses are fully customizable (for instance Logitech G602). It's also helpful to ease your right hand, so that you can do targetting and movement with your mouse. The software allows you to save your settings under different profiles and switch them within seconds.
I find it very odd that you use mouse movement on your monk where movement matters little whereas on your warrior you use WASD where movement is crucial. What about using skills and switching weapons? I presume you do that with mouse as well?

Yes I have read it and it's mostly about dodging questions related to fixing the important issues. He confirms that they do have the measures to fix most of those problems, but they are either in the middle of deciding, or the measures are to be tested in the unspecified future. All I see now is confusion regarding priority of issues.

One can argue how essential it is, but I rather prefer small but trivial updates than none at all.

He even said he will be monitoring how the new fix works, I hope he'll get to Kamadan and find himself a very comfortable spot between Mmogamersmarket Bot #1 and Mmogamersmarket Bot #2.
