If you have the cash you can buy the zaishen rank (think you need R3) which counts as a PvP title.
Often people will give away minis.
Oppressor weapons are pretty cheap for that one.

i think a double modded focus with armor vs charr would be better but if one exists it will probably be the most expensive drop in pre.

Just FYI if you have GOTY edition you will have access to the /bonus bow.
Pre max items are going to be expensive just because they drop so much more rarely than post.
The base armor from shields in pre does not function when the vanguard boost is active which is available when you get to level 10 (so long as a vanguard quest is active). There is a very good shield from the bandit raid quest. Most important mod for shield def will be with armor vs charr (premax is 9 from drop, the bandit raid shield gives 10 vs charr).
I can sell you the plat but I don't have anything else. Charr bags are normally cheap 200g ea.

Wow, that is a pretty nice "Mauso" wand! (Strongly recommend to not sell to private offers).
That was dropped as part of a Halloween quest that was bugged and allowed items that are normally Inscripted to drop as OS.
Now this particular skin also have a true OS option so it isn't as rare as skins that can only drop as Inscripted, but the fact it dropped with those 2 mods in The Mausoleum is rather rare in my opinion.
This is identified as a Mauso item due to it having OS mods but the built in memory wrap as you mentioned.

Just getting back into the game and I've got this wand which has an inherent modifier (no inscription slot) but also has a wand wrapping of memory. I didn't think it was possible to apply a wand wrapping to a non inscribable weapon?
Anyway if the link doesn't work:
