The short answer is no.
Is a couple quests in factions with stone summit but they don't drop summit stuff. SSS and SWS is limited to Giant, Charr, Tengu, Troll, Undead, Skele, Dwarves, Plants. OS Q8's of both were possible originally but are now prenerf.

I got a few of these including hammers (2 examples below). They from the lvl 13 summit Beastmaster mostly and the summit bosses that are lvl 12 so a Q3 is possible. Farmed them a fair bit and haven't seen a shield yet
