That's not how that works. It's always been like that for Oppressor weapons. (Balthazar weapons too). You can go check them now and it's still the same. It's not a blanket rule.

Your Milthuran's and Arius' are both postnerf. Tarnen's, Forgotten Fan, Vengeance Seeker and Shadestone could be prenerf though. -

All voucher NPCs offer the same things, so no, it doesn't matter which one you talk to. For the vouchers/presents, correct. You can trade year 1-7 bday presents directly with other players. You can't trade vouchers or the surprise boxes you exchange them for, but you can trade whatever you get by opening those.
As for customization of weapons, unfortunately not. It's permanent.

The Shreader's Talons in the screenshot are the prenerf variant of that item. (Not worth a whole lot to begin with but still valuable, but effectively worthless when customized.) Still nice to know though.
Because of that, it's probably likely that you have other prenerf greens elsewhere (either on other characters or on their heroes). Maybe you've seen it, maybe you haven't, but this thread covers all there is to know about those.

As for the other items listed, the birthday vouchers can't be traded, nor can the presents you choose with them. You just have to open them and see what you get. 6th and 7th year are always the recommended years for those. 6th arguably has more consistent value in terms of the tonics you get, but 7th has bigger jackpots in the form of the rarer minis in it: Naga, Oni, Zhed, Shiroken, Vizu.
The rest of the listed birthday minis are usually a couple k at most, or are just given away.

Extra info on things: Prenerf
You’ll see that any of these items will have at least some value, regardless of req or inscription status. That’s not to say that this is an exhaustive list of what’s valuable. There is plenty that can still drop today (like a q8 +5e gothic sword) that can have plenty of value too. Mileage will vary depending on the item, of course.

While a fellblade exactly like that can still drop today (it’s not prenerf), it’d be somewhat rare for one to. I’m sure there’d still be interest in it (if for no other reason than the meme 69g on it), though I couldn’t say how much it might fetch.

Maybe a few ecto at most if someone happens to be looking for one.
There are still several popular greens that regularly sell for a few dozen ectos, if not more (20/20 ones, drago's flatbow, firebrand, etc). But besides those, very few greens are worth much, generally speaking. (Unless they're prenerf: Greens)

Hey all
A few years ago when I began the prenerf green project, I had to create a baseline from which to look for differences. This required going out and getting a new copy of every dropped Prophecies and Factions green. After that, I ID'd just about all of them to have an easier idea of which one was what when comparing mine to the thousands of other greens I was checking with people.
Now that the reference images for virtually all of them are pretty well established, it's time to clean up some of the artifacts from those early days (the ID'd greens). Once I've replaced all the ID'd greens I have, I'll start putting together newer reference images for them all in preparation for adding everything to the wiki.
What I'm offering below is a simple 1:1 trade if anyone is interested in helping out with this (mostly to save me from having to farm almost all of them again).
Shown below is a list of every green I'm looking for a UNID copy of and will trade an ID'd copy for. (Donations also accepted if anyone feels like it. Thanks)
