i understand its not max but its a rare skin to be in a q8 so im not sure (i have never seen a q8 dragon staff )

If it's gold hsr 18% is max, just dmg is 1 off from max (11-21)
It's a drop table oddity, gold q8 go to 18% hsr, but purp q8 go to 20%.
Really, i doubt it has much value, but thought i'd point out the 18% thing
