Red fireball is the wizard you seek. Based on current known weapon stat ranges, on the page he created (which was linked above by Feitan), this can be assumed to be prenerf unless you know it dropped in game after 2006; in which case, it should still be possible and would effectively turn into an update to the documentation of min/max ranges for q7 axes today
