Great! thank you, I must be misunderstanding the mix professions thing, Are these not mixed because the skin can be mixed so even though they have mixed professions that can still drop?

Correct. Dead, shadow and amber staves (among others) are what you'd call universal or multi-prof staves. Regardless of their attribute requirement, they can roll attribute mods for any caster profession for its HCT mod (if it has one). Compare this to something like a holy staff, which is a monk-only attribute requirement and only rolls monk attributes on its HCT mod (if it has one). A prenerf holy staff might roll an ele, mesmer, or necro inherent mod though.
That's not to say universal staves can't be prenerf for other reasons though. This just explains why yours aren't.
