PC on some OS weapons (Dual mod shield and X00g value q9s)

Ello peeps. I recently came back to the game and lost all sense of understanding on how much some things would be worth so I'd love a hint on what a collector would pay for these (especially the X00g value items) Any input is highly appreciated!

Reinforced Buckler

Armor: 16 (Requires 9 Tactics)

Received physical damage -2 (while in a Stance)

Armor +10 (vs. Lightning damage)

Plagueborn Staff

Halves skill recharge of spells (Chance: 20%)

Energy +10

Lightning Dmg: 11-22 (Requires 9 Spawning Power)

Halves casting time of spells (Chance: 10%)

Value: 400g

Foehammer

Blunt Dmg 19-35 (Requires 9 Hammer Mastery)

Damage +15% (while Health is above 50%)

Value: 300 gold

Really? The shield is worthless? I know I'm pretty ignorant when it comes to OS prices but I'd have assumed a perfect q9 tactics dual insc. mod shield would be worth at least something even with suboptimal mods like this
