Perfect dual mod max stats, and q9.. def worth keeping.

The only way you are going to sell that is if a collector needs it here on legacy.
And even if someone wants it, its not worth much.
Expect about ~5e.

You should not use that thing for any build, its just a collector item.
What you would want is a 20/20 Wand for Water Magic.
Yours unfortunately is a 20/10 Wand.
