-2 while enchanted +10 vs fire

Hi. So i am looking for this combination on os r9 tactics shield -2we +10 vs fire, and i am starting to question myself is it even possible to get this combo? I have some hard time findig this specific combo. I would also like to know if it exist, what i would need to pay for such a combination for example a bladed shield,echoval shield, ( exalted aegis what is my priority to get one )
