I am pretty sure the answer is not possible but...
Is there a way to get the Luxon armor at a low level (like level 10). I think you need reputation to even go to where it can be bought so I am assuming the answer is no.

yeah, get the reps using a different character and dont turn them in, then when your other character shows up they already have enough for that quest.

Reputation is largely irrelevant here. Luxon armor (assuming you mean the standard set rather than the elite one) only requires getting access to Cavalon. You can do that as soon as you complete Boreas Seabed. You'll need to have more current/unspent luxon faction than kurzick faction so that the crafter will let you craft, but that's it. The quest which requires you to obtain 10k luxon faction (Befriending the Luxons) gets you into Gyala Hatchery, which is not something you need to do (unless you did want the elite set).
Aside from that, I can't really say much else. Skipping gates and whatnot in Factions is not my area of expertise.

By skipping gates, you can get directly from Kainrng City to Boreas. That mission have to be done. After that you can get into Cavalon the backdoor without skipping gates. So level 1 is possible.
For Elite Luxon, you also need Gyala. Gate can be skipped so 2k total xp from Kaineng.

< Ran a level 2 to elite kurz armor back in the day. It can definitely be done on a fresh account at low level. With a bit of luck and someone dedicated to helping you you should be able to get leet lux at level 1

Never knew you could skip from Kainang to Boreas. Everything is so gated will have to look this up. Be super useful since I have never enjoyed the City stuff in Factions.

It's simple. You let something hit you while you press against the door. A rogue minion, an aggroed minion or a melee foe. It can be a bit tricky but it's not difficult.
The catch is.. not all gates are clippable. Usually the wooden fence doors around Cantha are. Most people just bring a minion they can turn rogue (such as Veratas Aura + Release Enchantments, or even sac the necro hero to death).
Between Kaineng and Boreas, there are two such gates.
