It's inscribable, thats just an imperfect adept head on it.
Not really sure on a price, insc dead staves only drop in the desolation of nf and certain eotn dungeons. They're kinda uncommon, but not super rare. (I think they might be in the new dungeon chests too, but idk for sure)

It may be worth a few ectos. But imo hard sale. Smiting is not the most desirable nor the skin
