This may simply be the area where the mission's end cinematic takes place (depending on the cinematic, it may take place in places where we can't go directly).

In PvE when dropped as loot, it is possible to acquire perfect inscribable swords, shields, and focus items with only a requirement of 8. At one time, perfect non-inscribable items could be found in Prophecies and Factions with a requirement as low as 7.

At the time, i was the first to farm with paragon solo in HM to farm the Dead Sword and others things. I had youtube videos with +50,000 views and the technique had been used on PVX, those were the good old days..
