I am 99.999% sure it is true
the fellblade from eotn is a different story. it does drop on the snowmen, which go as low as lvl 12 and consequently can drop as low as q3. an insc one is irrelevant for the os ones.
for the remark of fellys dropping in areas that do drop q8 - I remember your screen from maguuma I think, but the drop was in hm from a locked chest. nm drop pool can differ - and in case of fellblade and raven staff for example it does.
the drop on a chest in nm crystal desert would prove the point, but I would think it did not actually happen and you remember wrong. but please dig it up! I am not saying you are wrong, just that I am very VERY certain on my observations.
I did run MANY chests in crystal desert, but a raven staff or fellblade definitely aren't in the pool for me.
I will test to see if I can get a NM Fellblade in the Maguuma region and I'd have to agree, I've never seen a Raven or Felly drop from the crystal desert Elonian Chests

For example, my records show Fellblades dropping from chests in HM in Undercity, why would they not drop in an NM chest as q8?
that might be a reasonable approach of reasoning, but it does not seem to work that way. raven staff and fellblade both drop on locked chests in hm maguuma jungle, but never in nm. also in sf the first two chests neber drop a fellbldae, whilst the last one does - but that one never drops q8. the os fellblade does not drop q8.

There isn't really any specific farming place for Fellblades, but the Crystal Desert isn't a bad place to consider for options.
I've done quite alot of Dunes of Despair, but never seen any fellies. Any locations in that area worth mentioning?

Felly's certainly can. Essentially any sword, shield or focus skin that can drop from a level 16-20 foe can drop Q8 gold.
Same goes for chests that can drop Q8s (list of those chests can be found here Chests with Q8 Max Drop Possibilities

I'm a pretty lucky guy! I've gotten a few req8 11-21 +5es with less than 35gv unid running crystal desert, so its bound to happen! Hoping when it does drop, it is a FDS or Fellblade
(Not sure Felly's can drop in q8 anymore, but any guidance would be cool) -

It works to farm the trolls in the early section as well as kill each Redwood in hopes of a chest spawn. The Redwoods are weak to fire, so I chucked a fire mod on the bow alongside the 20% vs plants. NM hits 80-120 with PBS and ZS. I end up running it backwards to hit the trolls early. Thanks for the great info here!

Last but not least, the Truncheon. This has always been my favorite Wand skin, especially in the early days. This is THE Guild Wars wand skin IMO. In 2005 my good friend Ecto Sacrifice and I would run around Prophecies exploring on our Necromancers, just mystified at what we'd find around the next corner of this wonderful game. It's been great having such an awesome friend to play this incredible game with and I'm glad he returned a few years back after some serious convincing.
I gifted him a bow I deemed as the most fitting necromancer bow one could have, and a week or so later he gave me this. I was not sure how much I'd use it, but I have since found myself using it quite often to get random HSR's or as a Tank Wand. I especially like it with Mending touch and Remove hex in Fort Aspenwood as well as SF running.

I had the owner of this bow added on my friends list for YEARS until one day he logged in. I had to give up a few really nice items to add this to the collection, but it was definitely worth it. Thank you very much Derviche Ony!
I utilize this as my Hard Mode bow. It does an excellent job ripping through the defenses.

Another random find in Kamadan, it ended up costing a hand full of ectos. Gotta have a short bow in the mix. I think Woo would be proud! Anyways, this is what I stick birds with.

This bow is a special one to me, not only because of its sheer rarity, but because of the person kind enough to sell it to me. Raining Ecto I have always had a sweet spot for this bow, and he gave me a friend deal on it years ago. I would say it meets or exceeds Kromp's +5e Fleshy horn-bow in sheer rarity and size, no pun intended. Ok maybe a small pun. Those who know what they're looking at, know, but most skip over it and never notice what this really is. Many thanks Raining to parting with this and letting me own it, this has been a staple and a star in my collection. It currently fills the roll as my Sorrow's Furnace bow when Duoing with my good friend, or soloing.

This is another find that I wish I could remember the name of the person who sold it to me. One of the most nostalgic bows for me and many others. I remember back in the day when the Storm Bow was the gold standard for which all other bows were held to. In the background you can see my favorite mini pet as well, he lives permanently in my inventory:)

I've always loved this dagger skin.. Onaryen Rage was on a hiatus, and it took months to get him to log in after letting these slip away when San decided to sell them. I had to work a trade out but these are a great function, and form to the Ranger! Thank you very much for allowing me to own them, I know you liked them very much. Haven't seen you around much these days, but I hope to see you come back soon!

I have absolutely no clue where this came from, saw someone advertising in Kamadan and gave them what they wanted! Great find, and jives well next to the Twin Hammer. Core skin Prophecies items have always been my favorite!

I got this hammer from Pleikki for the same price another massive collector was asking for his 15^50 version. Naturally I would rather have this one! Another customize stipulation, and again, happy to do it as long as it is a heavily used item! This is my all time favorite scythe skin, especially in the nostalgia department. I dare not let that on when I poked Pleikki about it. Thank you very much for working with me and allowing to own it. The goal was to check all the martial boxes for the Ranger so I can utilize all the various professions. The stipulation is I customize it, fine by me, its gonna get used!

San I know we've had our moments, but DW I still love you. These items live safely within the customization haven I have created. The Zodiac you sold me is still my SoOsc Bow and the Fire Staff(My favorite staff skin) is when I need to pop off some Ench's so that is much appreciated.

My Ode to Spun Ducky. Dang man, if I were to only own three items, these would be it. You sold me 2/3. You were getting out of collecting when I sought these. I can't express my gratitude enough for helping me get the Ornate and Dead bow. You are a mysterious figure, who knows more than the vast majority about this game, much like Red. I do appreciate stumbling upon your little crumbs of knowledge across guru and legacy, it always manages to blow my mind! Many thanks Ducky. This is the pinnacle of PvP bows for me. This bow was something that was unexpected. I always saw Master Ranger Nente welding this bow so it was engrained. Phyllida Spore gave me a hell of a deal on it. Poor Phyllida sat in Kamadan trying to sell this thing for way longer than they should have, and somehow no one would buy it. Luckily, I saw the appeal to own an Ivory, to achieve Master Ranger status. IIRC it only ended up costing around 40a. I saw Phyllida last week and I didn't get to talk to them for more than 5 minutes after years away. They are alive and well. Nice to see them on anyways and thanks for the wonderful bow. They even recognized the GV and remembered selling this to me. I couldn't imagine a better Charrslayer bow.

This was the last and hardest shield to find. After years of advertising in Kamadan, for this exact, specific shield, with said specific mods, I recieved a PM. A PM from a friend. We had done Sorrows Furnace quite a few times together with a group full of players and had conversed over a year or so. They had explained that they had no idea I had desired such a shield, even though it lived in plain sight in their bank. So here it is! Once owned by the legendary Crystal War, then to Hrwakka and after that, sold to Zaishen Kaya and then unto me. Thank you very much Zaishen Kaya for allowing me to complete my collection!

This shield was from a classic collector I wish I would see more of these days. He was always kind, respectful and had a passion for Jade. Thank you for this prenerfy beauty. It truly inspired my entire elements shield collection. It was the start, which lead to a 3 year journey to find all the shields which further enhance a Rangers elemental resistance, which has been completed. Much thanks to you pequeno!

This Defender is a special one to me, it was something that I would never have thought would have happened. This series will entail a number of credits of people who have made certain things possible throughout my collecting career. I do hope you enjoy. I have based my collections upon what I can fit in a heavy equipment pack, that meet every need of utilitarian nature that I desire, whether that be Req8 solo farming, Sorrows Furnace, chest running, PvP, etc. My Ranger has always been my heart and soul for GW, and has been what I have always focused on. I have a few other collection pieces on my Warrior and Assassin, but I will save those for My Favorite Weapon Sets as they have never been my primary focus.
I will expand further upon this philosophy of collecting around usability and equipment packs later on. More to come.
This typically gets utilized as my runner set, or 1v1 Ranger set in the Guild hall
