yes 14% is max for purp inherents. it can be found in any keyless chest aka fow/uw quest chests and kilroj quest chests in sf.
i would put it up with the purple crystas in rarity which drop at the same places but have a more thought after skin imo.
Id expect around 50-100e for a crysta with those mods, probably equal for that axe but a bit harder to find a buyer for.

stumbled across some screenshots and saw a few prenerf dual reduction shields. most of the percentage reduction ones came as -2 (7...10%) but i saw one -5(20%) aswell. which percentage reductions were possible? was it only -2 and -5 and different percentage numbers for both reductions, therefor the -2 (x%) just a much weaker verion of the -5 one or did they drop in different time frames? like was there a nerf in between?
also when exactly did dual reds stop dropping?
