PB168 Said it very well above, I echo all of those statements.
Personally, as a chest runner, I never use HP shields, as a sin, I would always have Shroud of Distress so the extra health gives minimal advantage, however with a -2/10vs shield, that extra armor applies regardless of your current health. The specific -2/10vs shield I use depends on the run, if the run is in an area where a specific creature (example of using vs dwarves around summit) or dmg type (example of fire doing HP), I use the specific shield, otherwise I like to use 10vsPiercing for my default as I find that with a sin, piercing damage tends to drop my health faster even with Shroud of Distress.

I will lean on Red Fireball to share from a statistical collection perspective that will likely tell us all more, my experience/guess would be for purples or golds, level 15, this would match both the Mountain Yeti and Raptor Nestling that drop them from experience. The level would likely be a span, but I would guess that there is only one or 2 levels that can drop the lowest requirement which is Q5 7-21, since these can drop all the way up to Q9, higher levels likely drop them as well.
Keep in mind the drop tables for blue are different and I would imagine a higher level can drop a q5 7-21 blue insc, considering you can drop Q8 max blue insc items from very high levels.

Ive done a couple of dozen runs in Jaya Bluffs, Ive had better drops( no 7-21 axes at all) from the tengu than i have from the Yeti so far
I agree regarding tengu skins and chances of golds, however this post was specifically about 7-21 axes, hence the yeti reference. Tengu is too low of a level to drop these.

only missing the q8 crystaI like them too, have all q9 os post nerf naked swords, axes, daggers, and bows, only missing 1 Hammer, the pain in my butt Spiked Club.

So purp crysta max mods would be like 14vshex, 14^50 and something under 50%?
They also drop in ^stance, ^ench, while hexed. Due to being purple, they also drop in a variety of %'s, for example, these are all of the ones I have

Can purple crystas drop with energy mods
Unfortunately, purple martial weapons do not drop with inherent energy mods, or Dual vamp/zeal mods (post nerf).

I have a 7-19 gold os one somewhere, i'm pretty sure it came from a lvl 15 mountain yeti in jaya bluffs.
Speaking of Yeti, I am about 80% sure this personal favorite dropped from Yeti long time ago
