Short answer is an Inscribed Staff being an os mesmer only staff will only pop with condition reduction, hct 9-10%, or hct 19-20% of a mesmer attribute.

Something like a jade staff that drops for multiple professions can drop with like q9 dom, hct 19-20% of any profession attribute... like mixed q9 dom with hct 19-20% healing
