You are not blind, it is indeed impossible to do via weapon sets.

regardless of looks, youd need a deathmagic focus to put a +1 insc into. +1 death magic on a shield is only available oldschool and a nice second mod would make such a shield somewhat pricey and kinda hard to find in the first place
