that is a glitched item - it was never possible to drop in pre or at least not intended if it was during the first hours of vanguard quests that you got this. trade with thes is prohibited on most sites yet ofc there is a market ingame for it. it will be worth a shitload, yet you'll haveto find your ways of trading with it afaik. hope it helps. at least a little
