Has this been brought up before? I had some in storage that wouldn't stack with the ones that are currently dropping. Toolbox trades them from storage to inventory when I use the ctrl click move method which gives me the idea that they are the same item but maybe some form of pre nerf?

Don't think I've seen this particular item changed before, but I have seen a shift in other quest items. Makes sense! A neat little catch, kudos to OP. The shift in shade of green matches the shift seen in green-dyed...greens. Easy comparisons are seen in some examples below. I guess I'm curious which is which. In Chan's and Meynsang's, the green seems to shift from lighter to darker (which is the case for most greens regardless of color), but in Razorfang's it's more dark to light, with the former being a richer color imo. I'm guessing the lighter of the two capes is the prior version?
