just asking for the PC on what I believe is a prenerf eternal bow I found on my hero (+15% vs hexed foes is inherent to the bow, other mod can be chnaged) and a Q6 tactic shield I found on Koss

You're mistaking prenerf for oldschool, aka uninscribable.
I'm afraid both items are merch food.
The shield is 2 off max. The bow is high req and has an undesirable inherent mod.
