I have got fans from chest running pongmei/wajiun and tengu on noob island drop max gold ones in HM along with spiked clubs 😉
Let me guess, even though the fans are rare, you get more of those than clubs hehe!!!

Nightfall Treasure Chests - To be Updated
I had a Req 8 Str Ar 15 Gold Sun and Moon Shield come out of the treasure chest in the Mehtani Keys a while ago, not sure if this indicates that r8 ar 16 could drop but figured it was worth mentioning

I do have the Treasure Chests in Issnur Isles and Mehtani Keys showing as Q8 confirmed as of 1/12/18, however after reading that section, it is a little confusing cause I have NM showing as needs updating but then the actual details per treasure chest under HM. As far as I know, NM vs HM are the same for treasure chests. I will clean this up so it isn't so confusing.
If I remember correctly, the 2 items I have heard to drop as q8 max from treasure chests in Istan is the Adamantine Shield and Adamantine Falchion (I got a q8 15-21 Falchion myself but someone else did get a max).

Profession doesn’t matter but be sure to solo farm it or have heroes pinned outside of radar before you kill boss as greens (or any item) can get assigned to a hero so you won’t see it drop.
I use to get this often when farming with my Sin. Are you just looking to obtain one or want to be able to farm it continuously?

Had this drop for me today during favor. First spiked club drop since returning to the game. Not exactly what I'm looking for, but still happy!
Also had a 420g value plagueborn hammer drop. You love to see it!

As I am likely the only Q8 11-21 wand collector, I can confirm that selling these are not easy as there is minimal audience that would be interested. I have this one in purple so I wouldn't be interested, but from a value perspective, I would put 5-10e on it if I was buying it, however that would be as a collector. You may still find someone interested in it to use on a hero as it is a little better than a core skin in my opinion.

So, i have a question here, i was talking to pyro earlia, trying to determine the max on some of my collection, more specificly, staffs. a q8 gold, has a max of 18% yet a q8 purple has a max of 20%, so purple and gold should be different. This made me wonder if it applys to lower reqs, for example, i have the 2 staffs shown below, the max on here for p/g is listed as 17/8/10-17. yet i have a few like the ones below, and i have never found a gold above 16%. Was the 17% a purple? is this one that differs again for purple and gold? if so, do all the reqs differ? should the table for gold and purple be seperate?
Interesting thought. Red is the only person who can confirm if the original 17% was Purple.
I took a look at my Q5s out of curiosity, all are Gold and all are 16%.
I wonder if the 17% was only tied to a max damage one (10-18) which is extremely rare on Q5, however I think your thought about purples being different like q8 11-21s is plausible.

Recently there was a post about a Raven Staff dropping in Elona Reach (Crystal Desert) which is unusual but possible.
Today, I dropped the following in a location that shocked me, and I don't know if I was more excited to get a q9 Raven Staff or that it dropped in Anvil Rock (Northern Shiverpeaks)
Now if you want to get as annoyed as I am, you can ID it...but if you want to leave the dreams alive, don't ID's it...

Rit Attributes can drop on the OS Staves in Prophecies such as Raven Staff or Dead Staves.

that would be nifty but quite hard to find 
They wouldn't drop without an inscript in gold or purple, but your option would be to get a white one and add just a handle.

Someone here is an expert in OS Raven staves ?
The wiki mention they only drop in the Southern Shiverpeaks, Ring of Fire Islands, and TopK.
But yesterday I got one in a chest while farming the Elona Reach Mission (in the crystal desert). So here is my question : can Raven staves drop on random mob in the desert ? Or is it limited to some weird chest ?

Raven Staves are more likely to drop in those areas but definitely not limited to. I have gotten them from Maguuma Chests in Reed Bog NM and I also get them from Locked Chests in Gates of Kryta Mission HM.
I agree with Pleikki that there is likely a chance they can drop from foes as well if they can drop from chests since they also drop from foes in the Southern Shiverpeaks like Summits.
