Take a consideration also, q9 tactic is only worth for pvp, you no see any ppl running second class war just to use the tactic for 16 in armor.
there are alot of ppl just love to speculate items to increase their prices just to make profit even RMT.

Sure because RMT and postnerf undead shields are common practice...
And btw since when is value only defined by its use. This shield is rare and highly collectable as q9. That defines the price at first hand, not the actual use.

Only partially true. Some doa tank versions or chestrunner builds do pick war second class just for the reason to spend points in tactics to equip the shield and get the full bonus.
It's not every build right but there are mentioned builds.
Edit: if you consider the undead part as well it might change. But the overall tactics argument u made is only partially true. Also if you spend points in PvP efficiently you Wil need q8/16 Shields or a set with q7/15 considering weakness. Also if you spend 2 skill lines to full max 12 and 12. A Q3 shield is what can
